Important Information regarding Construction Restart Plan

First and foremost, we want to thank all our contractors for your continued support and loyalty.  This has and continues to be an extremely challenging time for not only you but your family and friends, we can only hope that Victoria’s Roadmap will see everyone moving towards a more positive end to 2021.

The intention of our messaging is to keep you informed about the latest changes introduced to the Construction Industry by the Victorian Government, as well as industry specific definitions provided by the Insurance Council of Australia and of course any AJG Australia requirements to ensure we can continue to work safely and protect all those around us. COVIDSafe Restart Framework

By now you will all know that the Construction industry re-opened on Tuesday 5 October under the COVIDSafe Restart Framework to ensure the safety of workers, families and the community.

The key call-outs for small scale constructions sites are: –

  • All workers must have received their first dose of a COVID-19 vaccine, unless you have a medical exemption evidenced by an authorised medical practitioner
    (it is important to note that all construction workers must be fully vaccinated by 13 November)
  • Number of workers on-site is capped at 5 people (plus a site supervisor)
  • COVID Marshals on small scale construction sites may be a site supervisor who performs the role of COVID Marshal for multiple job sites at the same time

It is extremely important to note that the Victorian Government has confirmed the status of insurance assessments, critical repairs and emergency make safes as activities permitted under the Authorised Provider and Authorised Worker list, meaning that we can continue to provide these services even when the property is occupied. The following activities in particular are included in the Authorised Activities List:

  • essential infrastructure and essential services that are required to maintain or protect human health, safety and wellbeing (whether provided by a public or private undertaking), and including construction, maintenance and repair of such infrastructure; or
  • critical repairs to any premises where required for emergency or safety
  • adjustors/assessors would also have authorised worker status if their activity is directly linked to emergency repairs and they are required to enable these repairs

The Victorian Government has also defined ‘Critical repairs for emergency or safety reasons’ as –

‘Urgent repairs which must be undertaken to keep individuals within properties and work premises safe, to prevent individuals (including workers) from injury, to prevent property damage or damage to goods, or for urgent repair to an essential service’.

The following are examples of ‘urgent repairs’: –

  • emergency make safes (these occur following damage and are necessary to ensure the property and residents are safe and secure);
  • necessary functional repairs to ensure a home is habitable (ie repairing a bathroom, kitchen or hot water system if necessary for the resident to remain in the home);
  • necessary repairs that are required to mitigate the risk of further property damage (ie completing a roof repair so the home is not exposed to significant additional damage from wind and rain); and
  • repairs to damaged business premises if required to ensure the safety or security of the building (such as preventing the risk of theft or further significant damage).

COVID-19 Safety Plan and Site Safety Signs

 In conjunction with the COVIDSafe Restart Framework and to demonstrate compliance, it is essential you and your workers follow the strict guidelines outlined in our COVID-19 Safety Plan for the prevention and management of COVID-19, including but not limited to: –
  • you and your workers must check-in to the job site via the Service Victoria QR code provided by AJG Australia
  • you or your workers will not attend site if anyone is displaying flu type symptoms or has a fever greater than 37.3o
  • stay at home when directed and follow the strict quarantine and self-isolation guidelines
  • always maintain 1.5 metres physical distancing whilst on site, including meal breaks
  • restrict the number of workers and visitors on site to a maximum of 5 people (plus a site supervisor)
  • ensure you have access to the required PPE at all times – *face masks are mandatory*

The Plan outlines the actions required and by who for different scenario’s, therefore, it is important that you and your workers are well versed in our COVID Safe Plan and understand the role you play to ensure the repairs carried out are done so in a safe manner.

Our COVID-19 Site Safety Signs have been created to outline the strict guidelines in place for all workers and visitors to our job sites. Again, please read through these as they apply to everyone on AJG Australia job sites.

It is important that you and your workers carry the following documentation with you at all times: –

  • signed Authorised Worker Permit
  • proof of your COVID-19 vaccination
  • job specific AJG Australia documentation, including Check-in QR Code, COVID-19 Safety Plan and Site Safety Signs

AJG Australia Job Sites

Effective immediately, the repair supervisor assigned to the job will provide you with the following documentation before you attend the job site for the first time: –

  • job specific QR Code: please ensure you and your workers check-in using the Service Victoria app each time you visit the job site. If for some reason you have misplaced the QR Code and/or one is not already displayed on the job site, please contact the job supervisor before you commence any works.
  • COVID-19 Safety Plan: please ensure you and your workers have access to our Safety Plan and follow the strict guidelines outlined
  • Site Safety Signs: please ensure you and your workers have access to our Site Safety Signs and display these on all job sites (if not already on display)

Vaccination Register for Contractors

To ensure AJG Australia complies with the new vaccination requirements, we have introduced a framework relating to the visibility and knowledge of our contractor COVID-19 vaccination numbers. Booking Your Vaccination

The Victorian Government is still prioritising COVID-19 vaccinations for all construction workers and to ensure you receive priority access, it is best to book your appointment through the Coronavirus hotline on 1800 675 398 or by visiting Book Your Vaccination to book in your vaccination at one of the state-run hubs. If you have been unable to secure a vaccination booking, you can find a pharmacy or clinic on COVID-19 Clinic Finder.

As you all know, The Premier of Victoria has introduced new restrictions to Metropolitan Melbourne which come into effect from 9.00PM on Monday 16 August 2021 and based on the guidelines released, AJ Grant will conduct assessments, make safe and repairs under the strict guidelines of our COVID Safe Plan for ‘critical repairs to residential premises where required for emergency and safety’.   This means we will continue to support our customers and ensure their homes are safe, secure and repaired.

Although we are continuing to assess and repair homes, we must adhere to the guidelines in place to ensure the care and wellbeing of our customers, staff and contractors.  This is essential and remains the focus of our business, not only to protect our community but also our industry. We want to ensure we can support and keep work flowing through to you our contractors, as much as possible.

Permitted Worker Permit

The Government has introduced a ‘Permitted Worker Permit’, from 11.59PM on Tuesday 17 August all representatives of AJ Grant (our employees, contractors and contractor workers) will be required to carry a permit to attend our job sites.  AJ Grant has provided you (the principal) with a signed Permitted Worker Permit which you can download by clicking the button below:

Please fill in the sections highlighted in yellow and sign as the ‘employee’, also highlighted in yellow

It is your responsibility to ensure your workers are also carrying the same issued by you.

Job Site Register

The Government has also introduced the requirement for workplaces to establish and maintain a register of every person who attends our job sites for a period of more than 15 minutes. This includes all workers, including our contractors and any customers, clients and other permitted visitors to the site.

To simplify this process and also ensure that AJ Grant maintains an accurate record, we have created a digital form for you and any of your workers to complete.   

You will be required to complete this form daily which can be accessed – COVID-workplace-attendance-register (zohopublic.com).

To accurately register the job sites you and your workers attend, please ensure you follow the steps outlined below: –

  1. Download the register at the start of each day COVID-workplace-attendance-register (zohopublic.com)
  2. Enter the details required for the first job site you and/or your workers attend and press submit

– you will receive an email with a new link that you can use to update the register for each job site you attend that same day.

– you will also receive a PDF version that you can carry to accompany your Permitted Worker Permit with via email

 

COVID Safe Site

All AJ Grant job sites will operate under the COVID Safe plan for the prevention and management of COVID-19.  The Plan outlines the actions required and by who for different scenario’s, such as the wellbeing of our people, physical distancing, hygiene and cleaning etc.  All of our staff are well versed in our COVID Safe Plan and understand the role they play to ensure the assessments and repairs we carry out are done so in a safe manner. 

A copy of our COVID-19 Safety Plan must be carried with you at all times and easily accessible whilst on site.

Site Safety Sign

A COVID Safety Site Sign has also be created, outlining the strict guidelines in place for all workers and visitors to our job sites.  Please read through these as these apply to you and your workers, including: –

SWMS

Please ensure you have the appropriate site-specific SWMS relevant to COVID-19 with you at each job site.   These SWMS must address any potential COVID-19 risks and what control measures you have in place. 

What to do if you or your workers are displaying symptoms of COVID-19

If you or your workers are displaying symptoms of COVID-19 or been in contact with anyone who has or is displaying symptoms, you must notify WorkSafe Victoria and let us know by registering your details:

This information will be sent to our WHS department and recorded on our database so we can effectively manage & reduce exposure within our communities. 

**PLEASE remember that you are NOT to work on any AJ Grant worksite for a minimum of 14 days, until medically cleared and authorised to do so by our WHS Manager.  Ensure you also follow the strict quarantine and self-isolation guidelines in place**
